In recent days there have been important appointments for the Dario Franceschini-led Ministry of Cultural Heritage. In particular, Professor Lorenzo Casini has been appointed Chief of Cabinet, while the role of Secretary General has been given to Salvatore Nastasi.
Lorenzo Casini, born in Rome in 1976, has been full professor of administrative law at the IMT Alti Studi School of Lucca since 2015, where he teaches “Global Law” and “Cultural Heritage and Law.” He is one of the leading international experts on cultural heritage law. He has also been co-president of the International Society of Public Law since 2018. For Casini, this is not his first time at the ministry: he was already an adviser to Dario Franceschini between 2014 and 2018 (Casini is responsible for much of the 2014 MiBACT reform). In recent times he had been very critical of the Bonisoli reform.
Salvatore Nastasi, born in Bari in 1973, a lawyer who is an expert in cultural heritage legislation (a subject he also taught at the “Gabriele d’Annunzio” University of Chieti-Pescara), is also not a new acquaintance to the ministry. In the past, in addition to having been deputy head of theLegislative Office of the Ministry of Cultural Heritage, between 2002 and 2004, and after having been director general for the Performing Arts (a role in which he coordinated the technical working group for the elaboration of a proposal to reform the Single Fund for the Performing Arts), he held the position that is now Casini’s: in fact, he was chief of Cabinet with ministers Sandro Bondi, Giancarlo Galan and Lorenzo Ornaghi (then between 2008 and 2012). He then held other institutional positions: he was deputy secretary general of the Presidency of the Council of Ministers between 2014 and 2016 under the Renzi government and was government commissioner for the reclamation and redevelopment of Bagnoli in Naples. Between 2017 and 2019, he served as coordinator for the Prime Minister’s Office for the organization of Matera Capital of Culture 2019. He is also president of the “Silvio D’Amico” National Academy of Dramatic Art in Rome and vice president of Siae.
