In a long letter, as many as 662 Civil Service volunteers out of the 1.050 who have served in the structures of the Ministry of Cultural Heritage (libraries, archives and nazonal museums) ask ministers Alberto Bonisoli (cultural heritage), Giulia Bongiorno (public administration) and Luigi di Maio (labor and economic development) to continue their experience in the state bodies, through formulas of collaboration already tested, and to ensure that their period of civil service can be recognized in competitions through titles of preference. Dear Ministers,



This letter is forwarded to you by a spontaneous Regrouping of 662 among the 1050 National Civil Service Volunteers currently working at the aforementioned 135 MiBACT Bodies and initiated to service in September 2017 through the “Notice for the selection of 1050 volunteers to be employed in civil service projects” (Projects approved in accordance with Article 6, paragraphs 4 and 5, of Legislative Decree No. 77 of April 5, 2002 and published on the MiBACT website on 04/01/2017). The Grouping was formed through the facebook group “Servizio Civile Nazionale MIBACT 2017/2018” and, aware of not having managed to reach all the Volunteers in Service, does not exclude that among them there may be others interested in the action in question.

As is well known, the SC experience has among its purposes (Law 64/01) the preservation and protection of the Nation’s heritage, including historical-artistic and cultural heritage. The opportunity to spend a year at MiBACT, to increase our skills andprofessionalism, as well as the high intellectual and moral value that we recognize in the SC experience, pushed us to accept with seriousness and commitment the Projects for which we were, among many candidates, chosen. The selection procedures by qualifications and interview held at the Regional Secretariats cannot be considered “ordinary” since the qualifications, skillsand previous professional experience (including at MiBACT) that we possessed were decisive in the definition of the rankings and led to the formation of a heterogeneous and varied group of Volunteers with ages between 18 and 30 years and a degree of education up to even the 3rd cycle of studies (e.g., PhD, School of Specialization, School of Education, etc.). Ph.D., Graduate School, Master’s Degree).

Dear Ministers, there are currently in service about 1050 Volunteers highly specialized in the cultural and related fields, who out of love for their respective professionsand moved by a high sense of responsibility to the Institutions of the Republic, have dedicated and invested a year of their lives in the protection of our Cultural Heritage. This choice has led us to professional and personal growth gained through direct experience in the field, involvement in local projects and collaboration with internal staff, also, in coping with the shortage of work units that, due to retirements, has affected some Locations.

On September 12, 2018, our Civil Service course at MiBACT will come to an end. There is a risk that the training that the Ministry and the Host Institutions have dispensed during this year, integrated and aimed at a plurality of knowledge and behaviors, may be thwarted and lost, as it is not adequately reinvested in the effective work of this P.A. Conscious also of the high percentage of youth unemployment in Italy, a phenomenon that your government wants to address through the Contract for the Government of Change, including by investing in Culture and Cultural Heritage, and aware of the massive retirements that are taking place in P.A. and in particular in MiBACT, we propose that you consider possible collaborations, for which we give you availability as early as September 13, 2018. We would be happy, in fact, if the experience we have gained could be redeployed, even in continuation to the projects we have already started, many of which are likely to remain unfinished.

We would therefore be strongly interested in continuing the experience through tried-and-true formulas of collaboration in which the Legislature’s vivid interest in stabilizing that segment of the young population, still in fact precarious despite the careful training and the already acclaimed merits, evaluated during a long selection procedure, as it turns out to be the one for civil service, ended with a real ranking list, showing the names of the winners and non-winners, and to see this period of Service recognized even in the competition, through Titles of preference:

Collaboration Formulas/Contractual Opportunities:

1. L.285/77 and D.P.R. 276/71, superseded by L.165/82, respectively for the hiring of those who have been on training contracts in the agricultural field and for those who, by now precarious, have served in the land registrars’ offices
2. Legislative Decree 165/2001 art 35 number 3, in that our recruitment procedures also meet those criteria of publicity, transparency and equal opportunity between workers
3. D. Lgs 81/2015 art 2054.L. 92/2012 regarding facilitations for those who hire trainees who have followed a period of training within an Institution (super bonus traineeships under the Youth Guarantee)"

Titles of preferencein competition:

1. Titles of service: increase of the score from 0.50/month (art. 13, paragraph 2, of dlgs 77/2002 and prot. no. 8151 of 13.03.2015 MIUR) to 0.75/month, for candidates who have completed at least 12 months of service with MiBACT (or nine months from the date of takeover as provided in art.9 of theBando);
Reservation of 10% of the places put up for bidding to those who have performed at least 12 months (or nine months from the date of takeover as provided for in art.9 of the Call) of civil service in MiBACT’s institutional activities, as is the case with the Calls for Bids of the Fire Brigade (e.g., the Call for Bids D.M. No. 522 of 27/12/2017) and the State Forestry Corps.
