Last Feb. 26, the City Council of the City of Venice, with 22 votes in favor, 5 against and 6 abstentions, approved the regulations for the establishment and regulation of the access fee to the historic center of Venice and the smaller islands in the lagoon. The fee to enter Venice will go into effect in May. Until December 31, a €3 ticket will be paid, while from January 1, 2020, the ticket will be €6, except on three types of days established by the City Council: on “green dot” days (limited access) the fee will be €3, while it will rise to €8 on “red dot” days (critical influx of people) and to €10 on “black dot” days (exceptional critical influx).
The regulation provides some cases of exclusion according to the law: residents in the Municipality of Venice, employees or self-employed who gravitate to the city continuously or temporarily, students including commuters, persons and members of households of those who pay Imu in the Municipality of Venice. Those who are excluded will have to prove their condition by self-certification, certification or declaration of their own or by a third party, according to the procedures established by the city council.
Several exemptions are also provided. They will not pay the ticket: those who stay in accommodation facilities located within the municipal territory and subject to the payment of the tourist tax. The exemption is recognized from the day of arrival to the day of departure; residents of the Metropolitan City of Venice; residents of the Veneto Region; those born in the City of Venice; holders of the Citypass “Venezia Unica” card enabled to navigate; children under the age of 6 who are suffering from severe disabilities and their companion; those who practice therapies or must make medical examinations at health facilities located in the Ancient City and the Minor Islands; those who assist or accompany patients at health facilities; those who participate in sports competitions recognized by CONI, its federations or sports promotion bodies; those who access the Ancient City through local public transport lines specifically established for exclusive transportation to the sports facility in order to attend the sports competition; administrators and public authorities who travel to the Ancient City or the Minor Islands for institutional reasons; volunteers engaged in events or demonstrations organized or sponsored by the City, Metropolitan City or Region; volunteers engaged in emergency activities; personnel of the Police and Armed Forces, including that of the Fire Department, for service needs; the members of the registry household of those who have entered into a residential lease contract, for non-tourist use, of property located in the Old City or the smaller islands; the spouse, civilly united, cohabiting partner, relatives or relatives-in-law, up to the third degree, of residents in the areas where the Access Contribution applies; the spouse, civilly joined, cohabiting partner, relatives or relatives-in-law up to the third degree who travel to the Old City’s prisons or detention houses to visit inmates; the spouse, civilly joined, cohabiting partner, relatives or relatives-in-law up to the third degree of the deceased who attend the funeral in the Old City Ancient City or in the Minor Islands; the spouse, cohabiting partner, relatives or relatives-in-law up to the third degree visiting persons housed in social-health facilities located in the Ancient City or in the Minor Islands; those summoned to public or judicial offices in the Ancient City for reasons of justice (or for other reasons of public interest); trial parties and witnesses in proceedings taking place in the Ancient City; taxpayers who have paid the Access Fee for the use of a ship carrier duly registered with the Venice Port Authority for the days following the day of docking until the day of the ship’s departure.
Even those who are exempt from payment will have to produce documentation to prove their situation. The ticket will be paid through the carrier by which one arrives in Venice: ships, ferries, trains, buses, rentals with driver, cabs (including water), granturismo launches, planes.
