Ministries dl approved: there will be 150 new hires at the Ministry of Culture


With 285 votes in favor and 155 against, the Chamber of Deputies approved on Nov. 18 the dl Ministries, which had already passed in the Senate two weeks ago. This is the conversion into law of Decree-Law No. 104 of Sept. 21, 2019, known as the “dl Ministries” because it concerns the reorganization of a number of ministries, including the Ministry of Cultural Heritage.

Meanwhile, the dl certifies the transfer of competencies related to tourism to the Ministry of Cultural Heritage and Activities, which thus officially becomes “MiBACT” again. In this regard, Minister Dario Franceschini commented, saying that “the approval of the ministerial decree law brings tourism back to the natural location of the Ministry of Cultural Heritage and Activities and restores full dignity to a crucial sector for the sustainable growth of the country. The enhancement of Italy’s cultural heritage and the national and international tourism promotion of our territories thus return to being integrated in an overall vision capable of contributing to the harmonious development of the community.” To ensure effective management of tourism-related competencies, the dl provides for the allocation of 700,000 euros per year starting in 2020.



But there are other important changes, some of which were introduced with the latest passage in the House. Twenty-five new managerial positions are created for superintendencies, libraries and archives (as a result, the MiBACT’s managerial endowment increases from 167 to 192 positions), and there will be 150 new hires of non-managerial staff units in Area II (100 in economic position F2, 50 in economic position F1), which will be identified through a special selection procedure, “in order to ensure the essential services of reception and assistance to the public, as well as supervision, protection and conservation of cultural heritage under management.” For the new positions, 2,623,798 euros are allocated for 2020 and 5,247,596 euros from 2021. Also earmarked is 145,000 euros for competition procedures in 2020.

Confirmed the allocation to the company Ales spa, the in-house of the ministry, of a contribution of 5 million euros for 2019, 330 thousand for 2020 and 245 thousand for 2021 to hire staff to be assigned to reception and supervision in museums. Also confirmed is the share, from museum ticketing, to be allocated to MiBACT’s Decentralized Resources Fund, which will be used to remunerate workers’ overtime.
