Culture Minister Dario Franceschini has signed theagreement for the redevelopment of theformer Bourbon prison on the island of Santo Stefano, involving MiC, Lazio Region, Ventotene Municipality and Agenzia del Demanio. A project that aims to "recover a place of great beauty and symbol of European roots," these are the words of the minister. By signing the agreement, the parties pledge to establish a participatory foundation to elaborate the strategic cultural development plan for the site, recently recognized as part of Europe’s cultural heritage. “Heartfelt thanks,” Franceschini added, "to the work that is being carried out with commitment and professionalism by the Extraordinary Commissioner, Silvia Costa, who is giving great impetus and strength to this project."

The agreement signed is aimed at promoting and implementing the knowledge, recovery and enhancement of the Former Prison Complex, ensuring the best conditions for its public use and enjoyment, with a view to integration with the functions and characteristics of theIsland of Ventotene, while respecting all the constraints insisting on the reference areas.

The Recovery Project of the former Bourbon Prison was launched in 2016. In 2017, the “Institutional Development Contract” was signed, which provides for the “reuse of the entire Complex for mainly cultural and higher education purposes.” In January 2020, with the Presidential Decree appointing the Special Commissioner, the project was restarted.

The activity is carried out by applying the structured working method to ensure broad participation of the community and stakeholders, as enshrined in the Faro Convention (Council of Europe - 27.X.2005), which stipulates to recognize that the right to cultural heritage is inherent in the right to participate in cultural life, as defined in the Universal Declaration of Human Rights, and to recognize an individual and collective responsibility for cultural heritage.
