Minister of Cultural Heritage Alberto Bonisoli has initialed the first ministerial decree implementing the MiBAC reform, which was approved on June 19 and published in the Official Gazette a few days ago. The implementing decree will come into force on the same day the reform comes into effect, namely Aug. 22.

In the text of the decree(Amendments to the Ministerial Decree of December 23, 2014, on “Organization and Operation of State Museums”), which we were able to read in advance, an addition to the responsibilities of the Director General of Museums stands out: specifically, the Director General “shall favor the establishment of museum foundations with the participation of public and private entities.” However, it is not specified whether the measure concerns the opening of new museums, or the possible transformation of existing museums into public-private foundations. Again, it states that the Director General of Museums “shall identify, according to the guidelines and criteria dictated by the Minister and after consulting the territorial directors of the museum networks, the museums and places of culture to be entrusted under indirect management to private entities pursuant to Article 115 of the Code” (however, it should be specified that Article 115 of the Cultural Heritage Code does not speak of management of museums, but rather of management of “enhancement activities”).



The decree also includes several mergers between museums. In particular, the Uffizi Galleries will go to include not only the Accademia Gallery as had been leaked in recent weeks, but also the San Marco Museum. Again, the Cenacolo Vinciano is merged with the Pinacoteca di Brera, and the “Giorgio Franchetti” Gallery at the Ca’ d’Oro in Venice is merged with the Gallerie dell’Accademia. The National Etruscan Museum of Villa Giulia, which has lost its autonomy, becomes part of a new entity, the National Etruscan Museums: the headquarters will be Villa Giulia, and the museums that will be part of it are the Etruscan and National Archaeological Museums of Chiusi, Rocca Albornoz, Tarquinia, Tuscania, Cerite Cerveteri, and the Etruscan necropolis of Latium (Banditaccia Cerveteri and Monterozzi-Tarquinia) and Tuscany (Poggio Renzo Chiusi, Tomb of the Monkey - Chiusi).

The Galleria Nazionale delle Marche, the Galleria Nazionale dell’Umbria and the Castello di Miramare in Trieste are transformed into three new autonomous entities, namely the Musei Nazionali delle Marche, the Musei Nazionali dell’Umbria and the Castello di Miramare Park in Trieste, which will include, in addition to the two National Galleries and the Castello di Miramare, all the non-autonomous museums of Marche, Umbria and Friuli-Venezia Giulia that were part of the former regional museum poles. The latter are replaced by the territorial directorates of the museum networks, of which there are ten: Piedmont and Liguria, Lombardy and Veneto, Emilia Romagna, Tuscany, Lazio, Abruzzo and Molise, Campania, Puglia and Basilicata, Calabria, and Sardinia.
