Italia Nostra's appeal granted: Villa Adriana is safe. Lazio Regional Administrative Court blocks Nathan's allotment

With sentence 04841/2023, the Lazio Regional Administrative Court (Second Extraction Section) has ruled on the appeal filed back in 2012 by Italia Nostra against the resolutions and authorizations issued by several Bodies starting from the Municipality of Tivoli aimed at the construction of a massive building complex, called Lottizzazione Nathan, within the protection area of the Unesco Site of Villa Adriana in Tivoli.

With the reasons expressed in the judgment, the reasons of the Italia Nostra Association were fully recognized, which dismantled the cartel of papers put up by the competent Authorities aimed at dismantling the safeguard measures of the Regional Landscape Territorial Plan of Lazio and the safeguard measures requested by Unesco to the Italian State for the permanence of the Villa Adriana Site in the list of “World Heritage” properties.

In the same ruling, the Lazio Regional Administrative Court ruled that the Municipality of Tivoli will have to work to incorporate the mandatory protections of the so-called Buffer Area into its urban planning instrument and effectively cancel the possible and hypothetical new request for cementing these areas. It also sanctions the losing parties to pay the costs.

The Presidency of Italia Nostra Sez. Aniene and Lucretili expresses satisfaction for this result and reiterates that in case it will be decided to go to the Council of State by the unsuccessful builders or Entities, it will work to avert irreparable damage to the territory of Tivoli in that forum as well.
