The conversion into law of Decree-Law No. 104 of Sept. 21, 2019, known as “DL ministries” because it concerns the reorganization of a number of ministries, including the Ministry of Cultural Heritage and Activities, is currently being approved. The text was approved by the Senate (139 votes in favor, 104 against) and will pass to the House this week.
The measures affecting culture are important. Meanwhile, MiBACT is allocated an additional 500,000 euros, starting in 2020, following the transfer of functions related to tourism. In addition, in order to ensure the essential services of reception and assistance to the public, supervision, protection and preservation of cultural heritage, MiBACT is authorized to hire 150 non-managerial staff members belonging to Area II on an indefinite basis, including 100 units belonging to economic position F2 and 50 units belonging to economic position F1, identified through a special selection procedure. The competition will be regulated by a MiBACT decree within 30 days of the entry into force of the law converting the Ministerial Decree. For this purpose, MiBAC will spend 2,623,798 euros for the year 2020 and 5,247,596 euros starting in 2021. The competition will cost 145,000 euros.
Finally, to ensure the essential public service of protection, enhancement and enjoyment of the institutes and places of culture, MiBACT is authorized to use the company Ales Spa to carry out reception and supervision activities in museums, state archaeological parks and other institutes and places of culture. For this reason, Ales is allocated 5 million euros for 2019, 330 thousand for 2020 and 245 thousand for 2021. Finally, a share of museum ticketing will be allocated to the MiBACT Decentralized Resources Fund: they will be used for remuneration of special working conditions of the staff of museums and cultural places (for example, extraordinary openings).
The expenses will be incurred, the decree says, by “reducing the projections of the appropriation of the special current account fund entered, for the purposes of the 2019-2021 three-year budget, under the program ’Reserve and special funds’ of the ’Funds to be allocated’ department of the budget of the Ministry of the Economy and Finance for the year 2019, for the purpose of partially using the provision related to the Ministry of Cultural Heritage and Activities.”
