New forces could arrive in support of superintendencies. In fact, the draft “August decree” contains an article authorizing the Ministry of Cultural Heritage and Activities and Tourism to make fixed-term collaborative appointments (for a maximum of 15 months) pursuant to Article 7, paragraph 6, of Legislative Decree 165 of March 30, 2001, which provides for public administrations that have needs they cannot meet with their current staff, the possibility of making individual appointments to experts with proven expertise. The draft provides an expenditure limit of 4 million euros for 2020 and 20 million euros for 2021 for these assignments. The employees will be assigned to the Superintendencies of Archaeology, Fine Arts and Landscape.
The draft August dl also establishes the launch of a course-competition for ministerial managers. This course-competition will be announced by the National School of Administration, which will enter into an agreement with the School of Cultural Heritage and Activities for aspects related to specialized subjects as well as organizational and logistical profiles of the course-competition. The announcement will contain the number of places allocated for the course-course, the criteria for the conduct of the possible pre-selection test and the examination tests, of which at least two will be written tests. There may also be a possible third compulsory written test that will be used to verify the aptitude for the exercise of the specific tasks related to the post to be filled (the test will consist of the solution of questions or problems of a technical nature inherent in the exercise of the tasks to which the manager is to be assigned).
To gain access to the course-competition, which will be held at the headquarters of the School of Cultural Heritage and Activities, it will be necessary to have a master’s or master’s degree plus a doctorate or postgraduate diploma or a second-level master’s degree, or public administration employees with a master’s degree and at least five years of service will be eligible. The course to which the winners will gain access will last twelve months, and a scholarship will be paid by the School of Cultural Heritage and Activities during their participation (student civil servants, on the other hand, are paid their current salary without mission allowance). Those who pass the course-competition will obtain technical managerial qualifications.
