The process of converting the August decree into law has been concluded: the amended text of the decree approved two months ago was itself finally approved in Parliament last night. The conversion into law confirms both the direct-call appointments for the Superintendencies, the training course-competition announced by the National School of Administration in competition with the School of Cultural Heritage and Activities, and the potential raising of managerial staff (to 15 percent).
As for direct-call appointments, they will be given to experts with proven expertise and will serve to replenish, with external collaborators, the ranks of the superintendencies. Each assignment will last a maximum of 15 months and will have a maximum amount of 40 thousand euros. Expenditure limits: 4 million for 2020 and 16 million for 2021. This means that there will be a minimum of 500 direct appointments. Also confirmed is the possibility for collaborators to have the functions of the single process manager assigned to them.
As for the course-competition, it will serve to train managerial staff to be hired by MiBACT. Only candidates with PhDs, or tenured employees in public administrations with master’s degrees, will be admitted. The duration of the course will be a maximum of twelve months, with a period of application at MiBACT included. Each student in the course will have a scholarship that will be paid by the School of Cultural Heritage and Activities (those who are civil servants will instead be paid their current total salary, but without mission allowances).
